Das Projektgeld

Eine Alternative zur Alternativlosigkeit – oder pflanzen wir einen Geldbaum
 
Mit dem Projektgeld soll ein Weg aufgezeigt werden, wie ein Staat, Land oder Gemeinde / Kommune Geldmangel überwinden könnten und somit soziale oder ökologische Projekte besser und unabhängig finanzieren können. Beim Projektgeld geht es nicht etwa um Geld für ein bestimmtes Projekt, sondern um eine Idee, alle möglichen Projekte finanzieren zu können, und das ganz ohne Kredite! Zudem ist es für offizielle Stellen einfach komplett unabhängig von Schulden oder Banken und kann so Möglichkeiten zur Finanzierung schaffen.
 
Diese Idee ist so alt wie einfach. Hierfür bedarf es nur den Willen eines Staates, Landes oder Gemeinde / Kommune und die Akzeptanz der Wirtschaftsteilnehmer.
 

Ursprung der Idee:

1815 während der Napoleonischen Kriege herrschte große Armut in Europa. Auf der Insel Guernsey, einer Kanalinsel von Großbritannien, wurde ein solches Projektgeld ausprobiert.
 

Dies entschied die Inselregierung, weil es genug Güter auf der Insel gab, aber ständig Geld aus England fehlte.

Da die Steuern und Zinszahlungen der Londoner Bank für die Inselregierung zu hoch waren, um diese zu bezahlen, kam die Wirtschaft auf der Insel zum Erliegen. Daraufhin führte die Insel ein Notgeld (das Projektgeld) ein, um wenigstens die regionale Wirtschaft wieder zu beleben. Das erste Projekt war eine Markthalle im Wert von 4000 Pfund Sterling. (Das wären auf den heutigen Euro bezogen, schätzungsweise 19 200€.)
Dieses Projektgeld hatte eine Haltbarkeit von 5 Jahren und wurde dann aus dem Verkehr genommen. Die Wirtschaft wurde so belebt, so dass sich die Markthalle nach den 5 Jahren amortisierte (die Kosten der Markthalle wurden ausgeglichen!).
 
Daraufhin wurden weitere Projekte gefördert wie Schulen, Straßen, usw.. Für jedes Projekt wurde neues (Projekt-)Geld geschaffen und nach 5 Jahren wieder aus dem Verkehr genommen. Es wurde aber nie mehr Notgeld (Projektgeld) mit dem Gesamtwert von 60.000 Pfund Sterling in Umlauf gebracht. (Das wären auf den heutigen Euro bezogen, schätzungsweise 288 000€.) Dieses Limit wurde gesetzt, um Inflation zu verhindern. 1835 wurde das Projektgeld durch den Eingriff der britischen Banken zunichtegemacht.
 
Heute ist für viele Projekte oft kein Geld da. Vor allem soziale Projekte oder Umweltprojekte haben im kapitalistischen Wirtschaftssystemen das Nachsehen, da ihre Renditen zu gering sind. Mit anderen Worten, solche Projekte werfen zu wenig Profit ab, als dass sich Geldgeber dafür interessieren würden. Soziale Projekte binden nicht genug Kapital und haben daher eine zu geringe Rendite, als dass sie ernsthaft mit Industrieprojekten konkurrieren könnten. Oft springt der Staat ein, um solche Projekte zu fördern. Der Staat muss hier aber selber aufpassen, da er sich zu hoch verschulden könnte. Selbst der Staat fördert lieber kapitalstarke Projekte, weil hier der Staat daran partizipieren kann.
Mit dem Projektgeld könnte der Staat, das Land oder die Gemeinde / Kommune unabhängig agieren und besser soziale und notwendige Projekte fördern.
 
Hier schafft der Staat, das Land oder die Gemeinde / Kommune einfach das Projektgeld ohne Kredit von der Bank als Parallelwährung zum Euro. Das Projektgeld ist nicht mit Euro gedeckt, es ist ein temporärer Kredit mit einem parallelen Geldmittel, das aber nicht den Euro ersetzen soll, sondern lediglich die Wirtschaft temporär unterstützen soll.
Hier kann der Betrag variabel sein. Es wäre so möglich Projekte (Infrastruktur oder ähnliches) teilweise oder komplett zu finanzieren. Das Projektgeld muss hier einen Umlaufimpuls bzw. wie im historischen Beispiel Guernsey ein Ablaufdatum haben. Hier hat das Projektgeld die Eigenschaft von Freigeld.
Ein Ablaufdatum nach 5 Jahren entspricht einem Umlaufimpuls (Geldgebühr / Umlaufsicherung) von 20% im Jahr bzw. 5% im Quartal. Dieser hohe Verfall ist notwendig, da das Geld nicht permanent in der Wirtschaft zirkuliert soll und auch regelmäßig neues Projektgeld geschöpft werden kann.

Die Zeiträume und somit der Umlaufimpuls können variiert werden. Das Projektgeld ist nicht zum sparen, sondern zum zirkulieren gedacht.

Um Inflation zu verhindern hat das Projektgeld zwei Maßnahmen:

1. Die Ablaufzeit:
Hier ist zu beachten, dass das Projektgeld nicht zu lange in der Wirtschaft zirkuliert und in einem kurzen Zeitraum (ca. 3 – 10 Jahre) der Wirtschaft wieder entzogen wird. Es wird vernichtet bzw. durch seine Amortisation (Kostenausgleich) getilgt. (Im historischen Beispiel waren es 5 Jahre!)
 
2. Die Projektgeldmenge ist begrenzt:
Die Projektgeldmenge war auch in historischen Beispiel auf 60 000 Pfund Sterling begrenzt. Das entspricht dem 15- fachen der Kosten des ersten Projektes (4000 Pfund Sterling). Dieses Maß sollte eingehalten werden in Berücksichtigung der bestehenden Inflationsrate und der Wirtschaftsleistung.
 
Beispiel:
Eine Schule soll für 10.000.000€ gebaut werden. Die öffentlichen Kassen sind leer und es gibt keine Geldgeber (kein Kredit, weil zu hohe Zinsen oder Schulden). Es werden 10.000.000€ als Projektgeld geschöpft mit einer Ablaufzeit von 5 Jahren. Alle am Bau beteiligten erhalten als Bezahlung das Projektgeld und können damit normal wirtschaften (konsumieren, Steuern, Mieten, usw. bezahlen), weil der Staat, das Land oder die Gemeinde / Kommune für die Akzeptanz bürgt. Durch den Gesamtwirtschaftlichen Umsatz wäre die Schule amortisiert. Nach 5 Jahren wird dieses Projektgeld vernichtet, da es sich amortisiert hat (Kostenausgleich). Die Schule wurde gebaut, ganz ohne Kredit oder Inflation oder Schulden und alle sind zufrieden.
 
Dieses Beispiel zeigt sehr deutlich wie auch ohne Banken oder Kreditinstitute ein Staat, Land oder Gemeinden / Kommunen sich ganz leicht immer, vor allem in Krisenzeiten, etwas Gutes für die Menschen tun können und das ohne wirtschaftliche, soziale oder ökologische Risiken.
